1. How many passive towers have been built and operational? 
2. How much is the contract price of building one passive tower?
3. Where are the locations and/or nominal points of the common towers?

Response to your request

With regard to question 1 and 3, we would like to respectfully inform you that such requested details are currently unavailable to the DICT.

 As for the 2nd question, the Department of ICT is not privy to the necessary information that would enable us to provide an accurate estimate of the cost of building a tower. 

You may refer to this news article from Inquirer wherein Globe disclosed that the cost of building a tower is around Php15 million (https://technology.inquirer.net/104264/one-cell-tower-currently-serves-4000-households-telco-official).  However, at the expense of being repetitive, the DICT is not privy to the necessary information at the moment to determine and verify the cost of construction of each tower as discussed by Globe.
