Good day Sir/Ma'am, I am Mr. Oliver O Gaoat, a second year Law Student of Wesleyan University - Philippines, Cabanatuan City, Nueva Ecija, Region 3. At present, I am enrolled with Labor Law 2 subject in our Second year Second Semester SY 2021-2022 Juris Doctor curriculum. As part of our learnings in law, we are required to apprise with the contents of a Collective Bargaining Agreement (CBA), and how it was crafted. Thank you for your request for a copy of Collective Bargaining Agreement (CBA) of any union or federation, under the Freedom of Information (Executive Order No. 2, S. 2016) filed in this Office. Your request is denied given that upon further evaluation of your request, you failed to indicate particular union and your connection, interest or legal standing in relation to the CBA involving the union or federation. All CBAs registered before this Office are deemed confidential and can only be disclosed to parties that entered into the said contract/agreement. This does not preclude you from directly asking any union for a copy of their CBA to aid you in your education. If you are not satisfied with the response to your FOI request, you may request for an internal review of the response, by writing to [email protected]. Your request for review should explain why you are dissatisfied with the response, the filing of which should be made within 15 calendar days from date of receipt of the response. You will be informed of the result within 30 calendar days from date of receipt of your review request. If you are not satisfied with result of the review, you have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011). Thank you.
