Hi I would like to request for clarification relative to Item 11.1.2 of JOINT CIRCULAR No. 02, s. 2015 which provides that overtime pay shall be charged against Available agency savings, subject to existing rules and regulations on the use of savings. Does the term "savings" includes MOOE, if yes, may we charged our overtime pay with our MOOE savings. Thank you/
