According to numerous government sources, the Philippines procurement laws are only applicable for procurement in which the Philippines government pays for. However, Secretary Bello has made statements implying that POLO HK violated procurement law by signing a contract with a service provider. However, other POLO offices around the world have signed similar service provider deals without notification to Secretary Bello. So I would like to know what is the exact rules and procedures for signing contracts. The POLO Manual gives Labor Attaches power over their POLO office.
