Good day. May we clarify whether the replacement of the form of warranty security after payment has been made is allowed for the procurement of goods. The supplier has been paid in full and we had already withheld 2.5% retention money as warranty security for the procured goods, the warranty period is 3 years. The supplier now wants to replace it with a bank guarantee. Our question is, is it allowed? May we also be enlighted on the rules of partial release of retention money? Thank you.
