Last July 7, 2020, secretary for flagship program, Vivencio B Dizon sent a memorandum letter to Eddie Monreal, General Manager of MIAA informing the agency the terminating the negotiations with the NAIA Consortium related to their proposal and recommend the withdrawal / revocation of the Original Proponent Status.
Section 10.8 of the BOT Law : The Agency/LGU shall have the option to reject the proposal by advising the original proponent in writing stating the grounds for rejection and thereafter may accept a new Unsolicited Proposal, or bid out the project as a solicited proposal, or undertake the project on its own. DOF Secretary Carlos Dominguez III mentioned that 2 potential firms will participate in the NAIA rehabilitation projects. I would like to request for a clarification in the position of the government if the NAIA Consortium's proposal will bid out as a solicited proposal, accept a new Unsolicited proposal/s or undertake the project on its own. If it's possible the right time to mentioned the 2 private firms. Thank you and keep safe.
