Good day! I would wish to verify the coverage of DBM-CHED JC1, s.2022 as it provides in Section 3.1 "This Joint Circular shall apply to ALL FACULTY MEMBERS WITH PERMANENT PLANTILLA POSITIONS in state universities and colleges (SUCs)..." Nonetheless, our Local Evaluation Committee Chair in BiPSU had made several pronouncements that a number of our faculty members WITH PERMANENT PLANTILLA POSITIONS will not be included in the evaluation on the basis that we were hired thru LATERAL ENTRY dated August 1, 2019 from DepEd as former Assistant School Head.

June 19, 2022 Dear Jason Ang, Greetings! Thank you for your request dated Jun 02, 2022 07:49:37 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Clarification on the Coverage of DBM-CHED JC No. 1, s. 2022. Your FOI request is approved. Please note that the coverage period of the 8th evaluation cycle of NBC 461 is from July 1, 2016 to June 30, 2019 as stated in item Section 3.2. If the faculty was hired in August 2019, regardless of whether through lateral entry from DepEd or hired directly from a private HEI, he/she will not be included in the 8th evaluation cycle because he/she was hired after the evaluation period. Secondly, what QCE will be applied to the faculty? QCE beyond the evaluation period cannot be used for the 8th Cycle.
