Hi, I would like to obtain any policies, memorandums, explanations, or other documents that guide the POEA and OFWs on the process of filing SEnA, Administrative, or Criminal Cases. It has been reported that sometimes the POEA will open an administrative case while other times the POEA will simply refer the matter to the NLRC. In short, what are the reasons the POEA would refer some cases to Administrative cases while other cases are settled via SEnA with no follow-up action.
