Dear DENR: Is it practical for me, to buy using my money and plant native trees, flowering trees, coconuts, bamboos and the like, using my own money for the labor and using my own private land, when in fact, it would be very difficult for me later on to cut and utilize the same for my own legal purposes. It is settled that the owner of the property has universe of rights and in roman laws terms, those are Jus possidendi, Jus utendi, Jus fruendi, Jus accessionis, Jus abutendi, Jus disponendi, etc. Why should we need permit and pay forest charges & required to replant aside from it is the law?
