Purpose: Clarification on the issue of No co payment and the Probable Cases

I just want to clarify the following issues with regards to the provision of the circular:
1. No copayment
2. Probable Case
When you say anyone who undergo for swab testing is considered as Probable until the result turned positive they considered as Confirmed. Once negative, do the patient can complaint if the doctor will not put probable CoVid for the reason it is SOP in the hospital? Even the patient stayed for 6 days in Isolation Room. And staff used 20 PPEs if not a probable Covid?
If from the ER they undergo swabbing, do patient needs to cashouts?

Do the hospital has the right to implement to the patient to cashout the amount to be incurred in a procedure since the swab test result is negative although from ER the patient was in the Isolation Room and for transfer because they need ICU Isolation. If the patient was not considered as Probable CoVid from the start why need to Isolate? Why need to transfer to ICU Isolation? Because it is SOP?
What is the assurance of the patient/member yo the Philahealth that all patients who done swab testing and isolated for how many days even the result is negative can claim the No Copayment?
What if the hospital doesnt want to reimburse all the cashout even if probable CoVid? What will the patient do? What will the PhilHealth do most especially when the patient is already discharged?
Can a patient insist to the doctor or hospital to consider him as probable because he performed swabbing test and isolate him for a couple of days?
This are some of the scenario in the hospital when it comes to CoVid related. We understand the side of the hospital but we need to consider the side of the patient most especially in this unprecedented times of covid pandemic. The financial burden to the patient is no joke mostly when you undergo different test and in the end it is just a burden for them only?

Response to Request
Your FOI request is approved. This to provide you with [all] of the information you requested.
For the provision on no co-pay -- patients should not be charged for inpatient services that are related to the management of COVID. But they can be charged for amenities, such as room upgrades and related charges attached to the room upgrades (ex. suite room).
Regarding the test for SARS-CoV-2 -- the policy does not require a test result for it to be reimbursed.
