You asked for Cimmunication Plan of the 2017 National Simultaneous Earthquake Drill.
Response to Request
Your FOI request is approved. Listed below are the information you requested.
1) What was the objective of the National Simultaneous Earthquake Drill (NSED)? What was the program's target audience? What message did the program want to leave with its target audience?
>>NSED aims to achieve the following:
A. Improve public perception on government’s effectiveness in capacitating communities for disaster preparedness;
B. Instill in the public the importance of preparedness for possible earthquake hazards;
C. Educate the public on what to do before, during, and after an earthquake;
D. Promote inter-agency cooperation and participation in the NSED; and,
E. Increase public involvement in all DRRM programs.
2) What media channels or communication strategies were used to disseminate and inform the target audience of the message of NSED program?
>> Methods/Platforms
To be able to convey the key messages to the target audiences, the following methods and platforms utilized:
1. Websites of NDRRMC, OCD and participating agencies and organizations (In these platforms, articles/IECs about earthquake hazards and preparedness shall be published, and promotional materials to garner public support for the 2nd quarter NSED shall be posted);
2. Electronic mail (campaign materials will be shared to pertinent agencies and email contacts)
3. Mobile telecommunications (in coordination with the NTC, sending of text messages/text blasts about earthquake hazards and participation in the NSED);
4. Social Media: Facebook and Twitter (publication of posts, quote cards, and tweets about the earthquake hazards, the NSED and the need for public support)
5. Utilization of social media loop to make the posts “trending” and generate more views, likes, and shares.
6. Broadcast Media:
a) TV and radio guesting/appearance of NDRRMC officials or the Spokesperson who will announce the event and enjoin public participation.
b) Possible tapping of celebrities to declare support for the NSED and enjoin the public to do the same
c) Possible use of ABS-CBN TV Plus alerts
d) Plug-in with Like Pinas show of PTV4 (care of PIA).
7. Promotional Materials such as tarpaulins, quote cards, video for 3rd quarter NSED, and Project DINA video on earthquake

The following are the target audiences:
A. Primary Audience
1. Government Agencies (officials and rank-and-file employees)
2. Local Government Units (LGU officials and local residents in municipalities, cities, and barangays)
3. Academe (school administrators, teachers, students, and school staff in public and private academic institutions)
4. Private companies (employees and executives)
5. Social Media Users or “Netizens” (coming from various ages, professions/fields, areas in the Philippines)
B. Secondary Audience
1. Law makers
2. Potential partner-organizations
3) What were the key performance indicators of the NSED program?
>>Increasing participants of the drill from the private sectors, schools, and barangays throughout the country
