Good Day CHED, i would like to inquire regarding on how to secure a certification, authentication and verification for my sisters transcript of record and college diploma, which she is required in order to enrol for driving school in Kuwait. I would also like to ask if a "red rebbon" is a pre-requisite in order to apostille abovementioned documents. Thank you.
