Our land was expropriated in 2012. During the court hearing, CAAP never showed the AVAILABILITY OF FUNDS as required by RA 8974.

Na expropriate ang lupa namin noon pang 2012 for Caticlan Airport Development Project. CAAP urgently requested for writ of possession and the RTC issued it promptly for the so called 'for the good of Public Service'. Ngayon po ay hindi agad namin na check ang documents presented in court and when we asked for it, CAAP never presented the said documents but the court can no longer return our property. Requirement po sa project na may budget kaya sa RA 9184, ang isa sa mga requirement for writ of possession ay presentation of Certificate of Availability of Funds of which CAAP strongly refused to submit kasi ang gusto nila ay ang Manager's Check daw ang Certificate of Availability of Funds.
As son of my late father who waited in vain for the payment eh sana naman makapagbigay kayo ng kaayusan sa nangyari.

Correction lang po. RA 8974 pala yung expropriation law na ginamit sa expropration case ng CAAP which require them to submit CERTIFICATE OF AVAILABILITY OF FUNDS.

Halos 4 weeks na ay wala pa ring sagot ang request ko. Sa pagkaka alam ko ay sa Accounting Office yan makukuha ang certification since sila naman talaga ang nagsi-certify kung may funds ba o wala ang isang project.
