I would like to request for data relative to the compliance of LGUs in Cagayan, Region II to the GEMP, specifically with regard to the following:
1. No. of LGUs in Cagayan that have submitted EECO and Focal Person nomination forms
2. No. of LGUs in Cagayan that have developed LEECPs
3. No. of LGUs in Cagayan that have submitted MECRs and MFCRs
4. LGU's MECRs and MFCRs data (per LGU)
5. LGUs' energy audit ratings (per LGU)

Your Request
You asked for Cagayan, Region II LGUs' compliance to the GEMP.
Response to Request
Your FOI request is approved. I enclose a copy of all of the information you requested.
1. No. of LGUs in Cagayan that have submitted EECO and Focal Person nomination forms
Based on records, no LGUs in Cagayan have submitted any issuance relative to the designation of its Energy Efficiency and Conservation (EEC) Officer and EEC Focal Persons yet.
2. No. of LGUs in Cagayan that have developed LEECPs
There are no LGUs in Cagayan that have submitted LEECPs because the procedure for the submission of the LEECPs has yet to be established.
3. No. of LGUs in Cagayan that have submitted MECRs and MFCRs
Based on records, no LGUs in Cagayan have submitted any Monthly Electricity Consumption Report (MECR) and Monthly Fuel Consumption Report (MFCR) yet.
4. LGU’s MECRs and MFCRs data (per LGU) and
5. LGU’s energy audit rating (per LGU)
Please be informed that we cannot provide you with the information you have requested as these are confidential. Pursuant to the Inter-Agency Energy Efficiency and Conservation (IAEECC) Resolution No. 1, s. 2020 (copy attached), all reports shall be treated with the strictest confidentiality. Specific reports of each government agency and LGU shall not be divulged without the consent of the agency and LGU concerned.
Your right to request a review
