In behalf of Peoples Disaster Risk REduction Network, may I request a copy of the Provincial Development and Physical Framework Plan of Cagayan Province (Region 2)? This will help provide a sound context analysis and inform the market study intended for the rain-fed farmers affected by Typhoon Ompong. We have already formally requested a copy from the Provincial Planning and Development Office but was told that they do not provide a copy of the document. Thank you.
