Hi I found out that there is no Seal of Transparency our Philippine Consulate here in Dubai. I need to Financial report, budget and expenses in order to improve the services for the OFWs.
I notice that not all Consulate and Embassy has Transparency Seal.

February 04, 2020 Dear Ericson, Greetings! Thank you for your request dated January 30, 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for the Budget and Financial Report of Philippine Consulate General of Dubai Response to Your request While our aim is to provide information whenever possible, in this instance, upon further evaluation of your request, please be advised that internal documents such as the Budget and Financial Report of Philippine Consulates General pertaining to the conduct of foreign affairs is recognized in international law as restricted and treated as confidential and privileged, and are as well included in the Inventory of Exceptions to Executive Order No. 2, the Order which operationalized the right to information. DFA, therefore, is constrained by law from issuing copies of the subject documents to the public. Nonetheless, we were able to determine that provisions for public knowledge of the DFA’s budget and appropriation is already available online. You may retrieve your requested information by accessing any Transparency Seal of any of the Philippines' Foreign Service Posts (FSP) or via the Main DFA Website at: https://dfa.gov.ph/transparency-dfa. With reference to the missing Transparency seal on Dubai PCG’s Website and that of other FSPs, we would like to thank you for bringing this to our attention.
