Hi! I would like to request the data regarding the budget allocation last year. 

1. Breakdown of budget allocated for each office or project inside the university

2. Financial transaction for infrastructures

This refers to your request dated 02 October 2019 under Executive Order No. 2 (s. 2016)
on Freedom of Information in the Executive Branch.

You asked for the following:

1. Breakdown of budget allocated for each office or project inside the university
2. Financial transaction for infrastructures

The purpose for your request is for a research paper.

Since you did not provide Forms E and F, with the latter needing the signature of your professor as the person administering the oath, both being required under the UP FOI Manual, we regret that in the meantime we are constrained to DENY your request.

Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to the documents, and
papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as many be provided by law.”
