October 18, 2022 Dear Mr. Janyl Bautista, Greetings! Thank you for your request dated October 10, 2022, 11:51:34 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request: You asked for BOR Approved Resolution on the Increase of Library Fines for Overdue Books From Php 1.00 to Php 5.00 per day. Response to your request: While we aim to provide information whenever possible, this Office does not have the information you requested in this instance. Per our records, please be informed that the ULRC proposed and presented this to the Administrative Council (AdCO0 of the University way back in early 2018. It was favorably endorsed by the Board Finance Committee, per BFC Resolution No. 2018-14, during its meeting on April 26, 2018 subject to the compliance of the following BFC's recommendations and suggestions: (1) The proposed increase will likely not directly solve the problem of unreturned books; (2) Faculty Members who do not return books should also be fined, which should be higher than the amount to be paid by the students; (3) Fines for books with limited collection should be doubled, and; (4) For books with a limited collection, there should be a prescription/policy for borrowing time limits. However, compliance of the Proponents with these recommendations and suggestions by the BFC are yet to be submitted to the OSU-URO Board Secretariat, with corresponding consultations with students and faculty. That is why this proposal was not yet elevated to the Board of Regents for appropriate action.
