Hi,

I would like to request an actual copy of the BLGF MC No. 31-2009. The said MC was cited in BLGF MC 11-001-2016 and by the Cooperative Development Authority, but I cannot find any actual copy the said Memorandum Circular (BLGF MC 31-2009).

Is this request offensive?
