November 30, 2018 Dear Marlinda, Greetings! Thank you for your request dated Nov 23, 2018 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Blacklisted Canadian Individual. Response to your request While our aim is to provide information whenever possible, in this instance we would need for you to apply for the derogatory check at our Immigration Office, since it is a reqular transaction of the office, and if the subject is blacklisted you may apply for the lifting of blacklist. Hence, you need to personally apply it in the office, in case you cannot personally attend to this you can ask assistance from a nearest kin or accredited law firm but ensure to provide Special Power of Attorney (SPA), if you are residing outside the Philippines the SPA should be notarized by the Philippine Post near you.
