Hi, My foreign friend was told that he was blacklisted when he came and visit Cebu and was immediately sent back to his country. However, he was not given any documents by the immigration and how can he process his Blacklist if he doesn’t have that document? I tried calling BI but no one is answering. Please help. Thank you.
