July 25, 2020 Dear Karessa Dalisay, Greetings! Thank you for your request dated Jul 24, 2020 10:14:09 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Birth certificate. While our aim is to provide information whenever possible, birth certificates cannot be requested before 1945. Unless the birth certificate undergoes endorsement or delayed registration, we regret that the PSA cannot provide you with the birth record. Civil registry records that are available in our electronic and paper archives cover births, marriages and deaths that occurred starting 1945 to the current year, and from 1951 onwards for events that occurred in Manila. For civil registry records prior to 1945, we issue certifications (negative), unless PSA was able to receive a copy of the birth certificate through endorsement or delayed registration. You may also check if a copy of the birth certificate is available in the National Archives of the Philippines.
