August 5, 2020 Dear Rowena Pacia, Greetings! Thank you for your request dated Aug 05, 2020 08:25:10 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Birth Certificate of Roberto Villadolid Limon and Ruby Villadolid Limon (Maiden). While our aim is to provide information whenever possible, in this instance this Office does not have copies of birth certificates who were born before 1945. Unless the birth certificate undergoes endorsement or delayed registration, we regret that the PSA cannot provide you with the birth record. Civil registry records that are available in our electronic and paper archives cover births, marriages and deaths that occurred starting 1945 to the current year, and from 1951 onwards for events that occurred in Manila. For civil registry records prior to 1945, we issue certifications (negative), unless PSA was able to receive a copy of the birth certificate through endorsement or delayed registration. You may also check if a copy of the birth certificate is available in the National Archives of the Philippines. Hence, if these records were filed delayed, you may apply online through our website at https://www.psaserbilis.com.ph. Please note that the processing and delivery of documents in certain areas under MECQ may take longer than 2 weeks in view of the reduced workforce and limited transportation facilities. Our PSA Serbilis Outlets under MECQ are temporarily closed until further notice (http://www.psa.gov.ph/content/public-advisory-13) Should you need additional information, you may contact us using the reply function on the eFOI portal. We would love to hear your Feedback so we can improve our services. Kindly fill out the PSA Customer feedback form from this link: https://goo.gl/forms/J8QrjkKm0ui9zB9n1 Thank you. Respectfully, Mr. Noel G. Perez (Information Technology Officer III) Officer-in-Charge Information Technology and Dissemination Service
