August 20, 2019 Dear Miguel Camus, Greetings! Thank you for your request dated Jul 03, 2019 10:23:07 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your Request You asked for Bidding for ICT (internet, cables, tech switches) infrastructure for the New Clark City Phase 1. Response to Request The BCDA, in collaboration with the Department of Information and Communications Technology (DICT) conducted a series of market sounding activities for the development of its Secured Network Infrastructure plan in New Clark City. BCDA has also partnered with the Asian Development Bank (ADB) for this purpose and to develop New Clark City into the country’s first Smart City. The work with both DICT and ADB is ongoing. Last February 20, 2019,  E-PLDT Inc., one of the country's biggest IT and telecommunications providers, has also submitted to BCDA an unsolicited proposal for the development of ICT infrastructure in New Clark City. BCDA is currently reviewing their proposal with the assistance of ADB and DICT. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to BCDA PCEO Vince Dizon at [email protected]. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
