Good day Ma'am/Sir,

My barangay refuses to issue barangay certificate for loan purposes or bank requirements. I would like to inquire if they are allowed to do so or if it is legal? If not, what can I do or request to the barangay officer so they could issue me one for such purposes? Thank you.
