Hi there, I am requesting a list and figures of the vulnerable population that is affected by air pollution in Baguio City. The information will be used in the development of an emission inventory project that is a collaboration between Clean Air Asia and Baguio City LGU.
March 22, 2022 Dear David Leviste, Greetings! Thank you for your request dated Mar 21, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Baguio City Vulnerable Population to Air Pollution. Response to your request While our aim is to provide information whenever possible, in this instance, we find your request to be incomplete. Thus, your FOI request did not meet the requisites of a valid FOI request. Section 9 of Executive Order No. 2 states that: SECTION 9. Procedure. The following procedure shall govern the filing and processing of requests for access to information: (a) Any person who requests access to information shall submit a written request to the government office concerned. The request shall state the name and contact information of the requesting party, provide valid proof of his identification or authorization, reasonably describe the information requested, and the reason for, or purpose of, the request for information: Provided, that no request shall be denied or refused acceptance unless the reason for the request is contrary to law, existing rules and regulations or it is one of the exceptions contained in the inventory or updated inventory of exception as hereinabove provided. X X X As emphasized, you only enumerated the requested information and purpose of the request, but, failed to state your contact information. Lastly, we noticed that you did not attach any valid proof of identification. Therefore, we constrain to deny your request. Furthermore, the DSWD does not have the information you request. It is the Department of Environment and Natural Resources (DENR) and Philippine Statistics Authority (PSA) that may have the data you require.
