I would like to obtain any administrative order, memorandum, or policy that authorizes Hong Kong Labor Attache Dizon to transfer the personal data and complaint data of OFWs in Hong Kong to the POEA without expressed permission. The activities of Mr. Dizon appear to violate procedures of inter-government sharing of personal data as outlined by the National Privacy Commission. Thus it is of public interest to know under what authority this information is being shared.
