Arrest Report of PNP Officer ROEL TALAID of Dipolog Police Station ZDN of Arrest of a person at 12:45pm in Dipolog City September 24, 2016 and name of all alleged PNP Officers involved in an alleged "Manhunt" that never existed.
The person had been attending the Dipolog Police Station every day for one week searching for a Blotter that was destroyed by a PNP Investigator in 2008, and Officer ROEL TALIAD knew where the person was staying and went to his Hotel and picked him up on his motorcycle and asked him to come to the station as he wanted to show him something, so Manhunt is manufactured

Freedom of Information Decision Maker, PRO9, you are fully aware this Public Information is required in Court Monday morning in the Prosecution of a Criminal Case. If the information is not released prior, you have Obstructed Justice.
I have officially requested you give me (which is required to be given by law) a valid reason (which is required by law) for you extending the release of information by an additional 30 days, when you have already had 15 days, and in some Requests a lot more, and I have had no response.

BGEN NEIL ALINSANGAN, again you have approved my FOI Request, but concealed the document I have requested, concealing evidence of a crime.
What you have supplied is not the signed Report of ROEL TALIAD, as you are concealing it as the Report is Slanderous and false
