Dear MR. RAZOR U. BUCATCAT,
This refers to your eFOI request received on 03 March 2021 sent to the eFOI portal of the Home Development Mutual Fund (Fund). In your letter, you said that you are inquiring on the Fund’s: (i) plans relative to the API System, and (ii) when will such System be introduced.
For a better appreciation of the exact nature and character of your request, our Office reached out to you via phone call for clarifications. You referred us to your supervisor at work, Atty. Ryan Trinidad, who elaborated on said inquiry. According to your supervisor, API means Application Programming Interface. This is a system which enables communication thru system to system (no human interaction; open data) without any need to go to an office. He asked if the Fund has an API System and if your company, Sprout.ph can be provided with documentation.
Considering the technical nature of your inquiry, our Office deemed it proper to raise this matter to and confer with the operating unit concerned – the Data Center Department (DCD). According to our DCD, the Fund has been using API to share data with other government agencies such as DTI, SEC, SSS, PhilHealth, and other select counter parties (banks, remittance companies, etc.) who are all significant partners in the operations of the Fund.
As regards your request for documentation, our DCD raised the concern that since the Fund uses the API to share data, providing the system documentation would compromise it thereby exposing sensitive data, such as (but not limited to) member’s confidential personal information to unauthorized recipients in clear violation of the Data Privacy Act of 2012.
