Purpose: AOSG for first cousin for Travel and present to Immigration

My cousing was offloaded because the immigration officer required an Affidavit of Support. Please be informed that in the UAE, cousins are not included in the list, but the IO (immigration officer) required it up to the 4th degree, which includes first cousins. I can provide all the necessary documents during her travel. Please let me know if there is an alternative way, as my mother plans to come back to the UAE for a short vacation with my cousin, who needs assistance due to her knee problem. Purely tourist only and no seek for employment. I want to spend new year with them.
