We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request.
The Compendium of S&T Statistics is uploaded in the DOST website, URL below:

The said compendium provides information on R&D Expenditures for the years 2002, 2003, 2005, 2007, 2009, 2011 and 2013.
