Your Request
You asked for copies of the Annual Procurement Plan (APP) of the Municipality of Tupi, Province of South Cotabato, from Fiscal Year (FY) 2019 to 2022.
Response to Request
Your FOI request is partially approved. Note that a copy of the 2019 APP of Tupi, South Cotabato, is available online at https://www.gppb.gov.ph/gppb-admin/monitoring/app/APP19-Tupi_SouthCotabato.pdf.
On other hand, the APPs for FY 2020 to 2022 are not provided due to the following reasons:
1. No record of submitted APP from Tupi, South Cotabato for FY 2020; and
2. Pendency of the review and finality of List of Agencies that has submitted APP for FY 2021 and 2022, considering that the deadline for its submission has been extended until 31 March 2022, as provided under Advisory No. 02-2022, available through this link: https://gppb.gov.ph/assets/pdfs/Advisory%20on%20Extension%20of%20Submission%20of%20Procurement%20Reports.pdf .
Finally, please be informed that under GPPB Resolution No. 11-2020 and Circular No. 02-2020, in relation to Section 102, General Provisions of the General Appropriations Act of 2022, and DBM National Budget Circular No. 542, s. 2012, you are directed to request the APP from the agency concerned, considering that all agencies of the government are required to maintain a Transparency Seal, which requires the posting of APPs, among others. Moreover, in the absence of an agency website, agencies are required to post their approved APPs and PMRs at the designated conspicuous place reserved for this purpose within the premises of their offices.
Your right to request a review
