Research Background
A key policy uptake to maintain productivity and efficiency amid the COVID-19 pandemic is the implementation of various types of alternative work arrangements. Notably, the work-from-home arrangement was adopted by most public and private sector organizations in a bid to the control virus transmissions while at the same time, continue business operations. Given the continuing pandemic crisis, work-from-home-arrangement will most likely become part of recalibrated management practices under the new normal scenario. Thus, its merits and demerits need further investigation given that its effects at the individual and organizational levels, as previously attested by a number of empirical studies, remain inconclusive. Further, majority of the studies tend to focus on the private sector while limiting the role of the public sector on designing policies and programs that can better support alternative work arrangements.
Against this background, this study is an attempt to shed light on the impact of work-from-home arrangement on public sector productivity within the context of the COVID-19 pandemic crisis. Public sector productivity matters more than ever as the world still grapples with the COVID-19 pandemic outbreak. Evidently, there is the heightened need to deliver core public services amid this crisis to cushion the outbreak’s adverse effects to the general public, especially to the most vulnerable individuals and sectors. Globally, governments are finding novel and more innovative ways of ensuring that public service delivery remain unhampered and that productivity is maintained while simultaneously controlling the COVID-19 virus transmission. Government operations are expected to continue in spite of the decrease in public revenues brought about by the temporary economic shutdown.
Research Problem
In this research, we aim to estimate the effects of the work-from-home arrangement on public sector productivity to gain a more accurate snapshot of the overall performance of the public sector within the ongoing pandemic context and subsequently, to identify areas for improvements that can help facilitate government’s transition to the new normal. As an expansion of the previous DAP research on alterative work arrangements, this case study intends to provide a more nuanced and quantified assessment as to how the work-from-home arrangement adopted by most government organizations as an immediate policy intervention affected their productivity and performance. Findings from this study will hopefully better inform policies and programs of the government with regard to work-from-home and other forms of flexible work arrangements as part of new public management practices in the new normal and within the ongoing global health crisis context.
Major research question: How did the adoption of work-from-home arrangements affect the performance and productivity of craft public sector organizations during the 2020 period?
Methodology
Micro- and macro-levels of data will be gathered for this research. Two methods of data gathering will be implemented, namely, secondary data review and focus group discussions (or key informant interviews). The secondary data review entails systematic review of the 2020 financial performance reports, annual accomplishment reports, and other reports with pertinent data on productivity and performance of government employees and organizations. Consequently, several rounds of focus group discussions with relevant stakeholders will be conducted to complement and supplement the findings culled from the document reviews. Moreover, the FGDs will also allow us to identify other intervening factors which were not observed or captured by the quantitative data.
