Your Request
You asked for the ICTSS Cost-Benefit Analysis of the Telecommunication Service.
Response to Request
The Information and Communication Technology Systems Service (ICTSS) proposed the renewal of services rendered by PLDT, Inc. as the provider of telecommunications services for the Department of Budget and Management (DBM).
Following the Guidelines on Procurement of Water, Electricity, Telecommunication, and Internet Service Provider as per Appendix 21 of 2016 Revised Implementing Rules and Regulations of the Republic Act (RA) No. 9184, the ICTSS certifies that the renewal of the services of PLDT, Inc. will be favorable to the interests of DBM and thus, shall remain consistent with the principles of the RA 9184.
In particular, the proposed renewal is also in line with Section 3.3.1.3 of Appendix 21 which states that “If the results of the said assessment or cost-benefit analysis, conducted by the end-user, continue to favor the existing ISP, then the Procuring Entity may simply renew its services”.
As part of the market study, the ICTSS sent requests for budgetary quotations to PLDT Inc., and other telecommunication companies.
Foregoing considered, as far as costs are concerned, the renewal of PLDT Inc.’s services will be beneficial to the DBM. In addition, the following are the other benefits as part of the assessment that will result from renewal:
a. No additional cost on the infrastructure setup;
b. No required permit for new infrastructure components;
c. Lead time for service delivery will significantly be lessened;
d. No changes in trunk lines of the Hosted PABX; and
e. No Internet downtime due to installation, setup, and IP propagation.
