We write in connection with our letter dated April 6, 2020, requesting information on the status of the implementation of Republic Act No. 11469, or the Bayanihan to Heal as One Act of 2020. The R2KRN, as part of its initiative to demand transparency from Government, has been closely monitoring new information releases from your good office. These releases are lodged in our Public Freedom of Information (FOI) Request Tracker which is publicly accessible through https://tinyurl.com/TransparencyNowPh. We acknowledge the initiatives that your agency does to promote transparency. The DSWD DROMIC Reports have been most useful in providing the general public with important updates on the status of the implementation of the Social Amelioration Program (SAP). However, we would also like to emphasize the importance of obtaining the information/data releases in open-data/machine-readable format, which should make it easier for observers/researchers to export, cross-check, and make calculations. May we reiterate our request for the following important and urgent information, with revised request details on the beneficiaries: 1) Amount of DSWD funds reprogrammed, reallocated, and realigned • Sources of funds and new appropriations • Budget items prioritized for augmentation: new allocations and disbursements 2) A machine-readable and publicly accessible database of beneficiaries reached and total amounts disbursed under the Social Amelioration Program • Number of households targeted and reached by the Social Amelioration Program per Barangay: segregated into 4Ps, poor, near poor, formal, and informal workers, and the number of seniors and PWDs reached (noting if they are separate beneficiaries or included in households of other beneficiaries). 3) Guidelines and updates on the implementation of Assistance to Individuals in Crisis Situation (AICS) amid COVID-19. Consistent with our Constitutional right to information and the government policy on FOI, we make this a public request beyond the procedures set forth in Executive Order 2, s. 2016 because the relevant information are best released immediately, publicly and updated regularly.
