Good day, Last February 12, 2018, the NAIA Consortium submits the unsolicited proposal for the airport project for Php 350 billion in 35 years, but it was changed to Php 105 Billion in 15 years. Before, the consortium composed of 7 companies, but when MPIC back out the project, it was reduced to 6 years. There technical partner is Changi Airport International. The airport group already being existing for being part of Luzon International Premiere Airport Development Corporation which operates Clark International Airport.
The consortium and MIAA is still under negotation for the proposal and waiting for the Swiss Challenge. Questions : 1. If a foreign partner already part of the airport operation, but still wants to be part in other projects to become part of the operations, will this be considered as competitive or anti-competitive? 2. Is the proposal of the consortium considered as competitive or anti-competitive? 3. What are the actions of PCC in order to maintain the competition in Swiss Challenge for the airport project?
