16 October 2019 Ms. Carmela Villavicencio [email protected] Dear Ms. Villavicencio, This refers to your request dated 29 August 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for the following: 1. Required spaces in research centers 2. Number of users 3. Any related documents with regard to design and planning of Research Centers The purpose for your request is for a research. Since you did not provide Forms E and F, with the latter needing the signature of your professor as the person administering the oath, both being required under the UP FOI Manual, we regret that in the meantime we are constrained to DENY your request. Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states: “The right of the people to information on matters of public concern shall be recognized.
