I am writing to request access to available ACPC data for data science applications. I kindly request access to the following metrics, as detailed as possible:
Loan Portfolio Data: e.g. loan amount, loan purpose (crop production, livestock, equipment, etc.), borrower profiles, geographic distribution, repayment rates, and arrears.
Beneficiary Information: demographic data and socioeconomic profiles of agricultural borrowers.
Collaboration Data: collaborations with financial institutions, cooperatives, and other stakeholders in the agricultural credit ecosystem.

This is to acknowledge your message through the FOI Portal, which was received by the ACPC Program Monitoring Division on 29 May 2023. Although the requested data are available, we regret to inform you that Republic Act 10173 or the Data Privacy Act of 2012 prohibits us from sharing the requested information. According to Sec. 12.e. of Republic Act 10173 or the Data Privacy Act, the processing of personal information such as those indicated in your request shall be permitted if there is a necessity ‘to respond to national emergency, to comply with the requirements of public order and safety, or to fulfill functions of public authority which necessarily includes the processing of personal data for the fulfillment of its mandate'.
