I refer to my letter of Nov 12, 2019 04:35:44 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Agency Proposed Budget for Fiscal Year 2020 (submitted to DBM).
Per memorandum released by our Legal Affairs Office last 24 August 2018, any person who request information or documents in DOTr via the eFOI portal should "reasonably describe the information requested, and the reason for, or purpose of, the request for information." This also in accordance to E.O No. 2, s. 2016.

Good day!
For clarification, the request to view the DOTr agency-proposed budget (submitted to DBM) for FY 2020 is purely for academic purposes. The extent of the usage of the requested document is for class discussions only.
On behalf of the group, I requested for the said document for research since our class was tasked to report and write a paper on the comparison of Fiscal Year 2019 and Fiscal Year 2020. Also, our group was tasked to look into the DOTr as a specific agency.
