You asked for Administrative Order No. 1 (1941) OP-issued.

Response to your request

We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request. You may retrieve your requested information from http://www.immigration.gov.ph/information/memorandum-issuance.

However, Administrative Order No. 1 (1941) could be produced but all laws relating to immigration process can be found in the Philippine Immigration Act of 1940, as amended by C.A. 613. The Philippine Immigration Act is a 1940 law establishing a Bureau of Immigration of the Philippines and establishing the visa policy of the Philippines.
