5 August 2020 Dear Mr. Bustamante, Greetings! We have received your Freedom of Information (FOI) request dated 28 July 2020 lodged in the electronic FOI pursuant to Executive Order No. 2 (s. 2016) or the FOI Program in the Executive Branch. Your request You asked for Accomplishment reports of local government units (LGUs) with existing FOI ordinance. Response to your request While our aim is to provide information whenever possible, in this instance the PCOO does not have the information you have requested. The Joint Memorandum Circular (JMC) issued by the PCOO and the DILG, also known as the “Reiteration of Executive Order No. 2, s. 2016, ‘Operationalizing the People’s Right to Information and the State Policies of Full Public Disclosure and Transparency in the Public Service”, encourages LGUs to issue local FOI ordinances. This is envisioned to capacitate LGUs in the preparation for the passage of the FOI Bill and implement access to government information in the grassroots. The said JMC, however, does not include the submission of accomplishment reports of LGUs to the PCOO. Nonetheless, the following are the LGUs that have passed their FOI Ordinance: 1. Province of Benguet; 2. Province of Ilocos Norte; 3. Province of Surigao Del Norte; 4. Province of Bohol; 5. Province of Masbate; 6. Province of Northern Samar; 7. Province of La Union; 8. Province of Batanes; 9. Province of Occidental Mindoro; 10. Province of South Cotabato; 11. City of Pasig, Metro Manila; 12. City of Laoag, Ilocos Norte; 13. City of Legazpi, Albay; 14. City of Tuguegarao, Cagayan; 15. City of Antipolo, Rizal; 16. City of Himamaylan, Occidental Mindoro; 17. City of Quezon, Metro Manila; 18. City of San Pablo, Laguna; 19. City of Valenzuela, Metro Manila; 20. City of Calapan, Oriental Mindoro; 21. City of Borongan, Eastern Samar; 22. Municipality of Pakil, Laguna; 23. Municipality of San Nicolas, Ilocos Norte; 24. Municipality of Infanta, Quezon; 25. Municipality of Torrijos, Marinduque; 26. Municipality of Sablayan, Occidental Mindoro; 27. Municipality of Consolacion, Cebu; and, 28. Municipality of Santo Domingo, Ilocos Sur. 29. City of Tacurong, Sultan Kudarat; and 30. Municipality of Pura, Tarlac During our first FOI Conference for LGU, several LGUS shared their best practices in implementing access to government information. Also, we are continually conducting capacity development support to LGUs to provide them information to justify the passage of FOI Ordinance in their locality.
