I would like to ask when it comes to bidding, particularly for the procurement of the said project, where the source of funding is the trust fund. The bid has been declared a failure for the third time, but my intuition is that the LGU may have been arranging for some bidder to do so. Is there anyway I can check if the said trust fund really reverted back to the Department of Treasury? I have a feeling that during the bidding I was disqualified, and thus, no matter what I did, they said that no bidder was able to get the aforesaid project, and the aforesaid fund was reverted back.
