July 28, 2023 Dear Julie Ann Samar, I refer to my letter of Jul 28, 2023 04:13:22 AM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Abandoned and Neglected Elderly in NCR. While we aim to provide information whenever possible, in this instance, we find your request incomplete. Thus, your FOI request did not meet the requisites of a valid FOI request. Section 9 of Executive Order No. 2 states that: SECTION 9. Procedure. The following procedure shall govern the filing and processing of requests for access to information: (a) Any person who requests access to information shall submit a written request to the government office concerned. Furthermore, for your request under item no. 1, the Department has limited information on the abandoned elderly staying at the DSWD Run Residential Care Facilities for older persons in NCR.
