This is to formally acknowledge your request for information from the Bureau of Fisheries and Aquatic Resources.
With regards to your request, the Bureau does not have a depository of Municipal Fisheries Ordinances or a handbook on crafting these ordinances. However; you may refer to Article I Section 16 Rules 16.1, 16.3, and 16.7 of the IRR of RA No. 8550, otherwise known as the Philippine Fisheries Code of 1998 and Section 6.2 or Enacting of Municipal Fisheries Ordinance of the DILG Memorandum Circular No. 2018-59 or the Policies and Guidelines on the Regulation and Monitoring of Fishery Activities in Municipal Waters.

ERRATUM:
The DA-BFAR Central Office library has a physical copy of Prof. Jay L. Batongbacal's A Handbook on Preparing Municipal Fisheries Ordinance; however, the Bureau is still in the process of digitizing its books and IEC materials. Hence, no softcopy of the said book is available as of the moment.
