22 June 2020 Dear Mr. Jimbo Enriquez, Greetings! Thank you for your request dated 8 June 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested the following: (1) Inquiry whether 4Ps members can avail of SSS SBWS for clarification. Response to your request Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request. However, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic. According to MC 009, s. 2020 entitled Omnibus Guidelines in the Implementation of the Emergency Subsidy Program of the Department of Social Welfare and Development and is available at https://www.dswd.gov.ph/issuances/MCs/MC_2020-009.pdf, if a 4Ps beneficiary received a SAP top-up through their CCT cash card, they are disqualified from receiving other social amelioration programs, including those of the Small Business Wage Subsidy of the Social Security System. Specifically: V. PROVISION OF EMERGENCY SUBSIDY IN ACCORDANCE WITH R.A. No. 11469 xxx The subsidy shall be computed based on the prevailing regional minimum wage rates, taking into account the amount given under the DSWD’s Conditional Cash Transfer (CCT) program and the rice subsidy, which is estimated at an average of PhP 1,350.00 per month per family. In this regard, the national government will augment the CCT and rice subsidy with ESP to reach the herein mandated PhP 5,000.00 to PhP 8,000.00. In accordance with R.A. No. 11469, the ESP shall be implemented for two months covering the months of April and May 2020. The ESP shall be distributed through any of the programs enumerated in Section 7, DSWD-DOLE-DTI-DA-DOF-DBM JMC No. 01, series of 2020, so long as the total amount from various social amelioration programs does not exceed the prescribed thresholds.
