I am Andrea Margreth Ora-Corachea, a Master in Development Economics student of University of the Philippines-Diliman, am conducting a study that aims to looks into the Impact of LGU Health Spending to the Utilization of Maternal Health Services in the Primary Care Facilities across Philippine Provinces. To provide equity dimension, this study will include several exogenous variables, one of which is the literacy rate that will use the gross and enrollment rate (for (i)primary level and (ii) secondary level) as proxy measures. Truly, Andrea Margreth Ora-Corachea Abstract The Impact of Local Government Health Spending on the Utilization of Essential Maternal Health Services in Primary Healthcare Facilities in the Philippines Public health spending is aimed at improving the general health conditions of a locality by providing access to health services. However, the increase in investment allocated for health is just one of the pre-conditions to ensure improved health outcomes. In 1991, the Philippines introduced a major devolution of national government services to local government units (LGU) including the provision, management, and maintenance of health services. This devolution of health services to LGUs was meant to result in a more responsive, as well as more accountable, health system at the local level. Provincial governments were given most of the responsibilities including delivery of secondary and tertiary care . Maternal mortality is one of the health systems outcomes used to assess the effectiveness of a health system in implementing reforms to protect its vulnerable population groups. Several literatures claimed that ensuring access and promoting utilization of maternal healthcare services is an important pre-requisite to improve maternal health. While there is substantial work demonstrating that increased levels of health system funding are linked to better access to maternal and child health services, there are fewer studies that examine the role of local government health spending in access to health services. The study will use regressions to examine whether local government health spending has been effective at improving utilization for maternal health services in the provinces of the Philippines. The study will also look into the effects of other socio-demographic characteristics of the provinces that may help explain the maternal health outcomes in these localities. Further, with the recent passage of the Universal Health Care Act which encourages the integration of local health systems (municipalities and component cities) into province-wide health systems, it is timely to look into the effectiveness of these LGUs to determine appropriate budget allocation for health.
