"Background:
Technological innovation is vital to enhancing productivity and reducing poverty in many developing countries such as in the Philippines. This is important especially with the integration of the Philippines in the ASEAN Economic Community Blueprint 2025, with its goal to be a “highly integrated and cohesive; competitive, innovative and dynamic” community (ASEAN, 2015). The Philippine government has engaged in the adoption of this trend as well, with policies that promote innovation and research & development (R&D) activities. Legislations such as the RA 7459 have provided incentivized packaged to encourage the development of inventions and facilitate their commercial application.
Despite government incentives, however, many manufacturing industries are still behind in pursuing R&D, with multiple firms still lacking in experience and organization to utilize the capabilities of technological innovation for competitive advantage (Cororaton, 2002). For example, firms experience cost factors, knowledge factors or market factors which become barriers to innovation. As well as that, other factors such as regulation laws, industry leaders in innovation, and the support of external organizations towards R&D is taken into consideration.
Methodology and variables:
The data that the researchers will be utilizing will be from 2015 Survey on Innovation Activities of Establishments. The Survey of Innovation Activities of Establishments is a survey that the Philippine Statistics Authority and the Philippines Institute of Development Studies. This survey aims to document the behavior of firms when it comes to innovative activities. It captures this data per firm, and its employment, capital participation, its processes, and innovations, among others.
The research will be based on Becker and Dietz’s (2004) models. This involves using the Tobit model, the General Least Squares model, and the Ordered Probit model. Since this study aims to see the effects of R&D cooperation with external factors, there will be two dependent variables that will be R&D intensity and the realization of product innovations. R&D intensity will measure how much a firm will invest in its R&D activities. As for realization of product innovations, it will be a binary outcome variable, with “1” as the indication that the firm realizes its product innovations, and “0” for otherwise.
The factors that will be considered in determining the dependent variables, as mentioned before, will compose of external and some internal factors, which are enumerated below, along with their explanations:
1. R&D cooperation with other firms and/or institutions
-Binary: “1” if R&D cooperation in 2015, and “0” if otherwise
2. Number of partners in R&D cooperation
-“0” if no partners, “1” if one to three partners, “2” if four to six partners, and “3” if seven or more
3. Barriers to innovation activities (cost)
-Cost and risk level of innovation activities (factor scores)
4. Barriers to innovation activities (government intervention)
-Government intervention (factor scores)
5. Barriers to innovation activities (market and demand conditions)
-Market impulse and demand condition (factor scores)
6. Barriers to innovation activities (technological capacity within the firm)
-Internal technological capacity (factor score)
7. Barriers to innovation activities (financial capability)
-Financial restriction (factor score)
