Good day,
During the hearing for the ABS-CBN franchise, Rep Marcoleta questioned on the cable tv operation of Sky Cable even the legislative franchise was already expired last March 2020.
But the NTC said that under 1987 executive order that issuance of Certificate of Authority is needed for the cable tv operation even without a legislative franchise.
Questions :
1. What is the difference between Certificate of Authority and Provisional Authority?
2. Are telecommunication and broadcasting networks that has a valid or expired legislative franchises received the Certificate of Authority?
