On 12 April 2018, Thomas Chan, Chairman of the Hong Kong Union of Employment Agencies personally submitted a letter to Secretary Bello at the Hong Kong Kai Tak Cruise Terminal. It is of significant public importance because it is believed that this letter imposed inappropriate influence on the operation of DOLE and Hong Kong POLO office, including the unreasonable recall of HK Labour Attache
