Hello, I would like to ask if a new circular has superceded 23-38 dated 08 August 2023 re. countries that we are able to send outgoing mail to, or if said circular is no longer in effect. The current PHLPOST website does not have circulars available, including the aforementioned, and the current list is significantly restrictive compared to operations in other UPU member states as of this moment. I would also like to make a suggestion to make such information (destinations where outgoing mail is accepted by PHLPOST) freely available for access online for everyone's convenience. Thank you for your help with this matter :)
